Lost phone, can't log in with 2FA, how to upgrade Oracle account?

Failed to access Oracle Cloud IDCS UI with methods 1 and 2. First attempt was unsuccessful due to invalid result. Second attempt led to the user being redirected to an error page indicating that free users do not have access to human customer support. The user is unable to log in after attempting to upgrade their account. How can I proceed?
